The Gallifrey series focuses on political struggles within the leadership of the Time Lords, centred around Romana's presidency. In the first series, Romana's progressive policies and desires to open Gallifrey up to the outside universe faced opposition from more conservative cultures. In addition, a terrorist group known as "Free Time", who want to break the monopoly on time travel technology shared among the Time Lords and the few other temporal powers, stole a timeonic fusion device. The inquiry into Romana's handling of the incident revealed a dark secret surrounding the Time Lords' policy of non-intervention...

* 1.1 Weapon of Choice (73' 55")
The Time Lords of Gallifrey were the first to map the Web of Time. Now, under the reforming gaze of President Romanadvoratrelundar, the oldest civilisation is ready to shed its monopoly, sharing its secrets with a coalition of the Temporal Powers the Monan Host, the Nekkistani and the Warpsmiths of Phaidon among them.  But the coalition is a fragile one, and despised in some quarters. When a team of Time Technology Assessors makes a horrific discovery on the barren moon of Kikrit, it seems their enemies are arming themselves to strike at the alliance. Has a terrorist group really acquired a temporal weapon so terrible the Time Lords forgot about its existence?  In search of the truth, Romana sends the woman called Leela and the robot dog K9 to the enclave of Gryben, a reception centre for temporal refugees. But the truth is war's first casualty and the fallout could destroy them all...

In a climate of unease and mistrust, the great time-travelling powers of the universe are holding an historic temporal summit. The meeting will take place on a planetoid impervious to outside attack or internal subversion in any way.  But while President Romana walks a knife-sharp political tightrope into dangerous territory, Leela and K9 find themselves attending the summit in unexpected roles. They are hunting for evidence of Free Time activity, but find instead terrors of a different kind time and time again.  What impossibilty stalks the planetoid? Who is manipulating time? Can Leela and Romana discover the truth or will they find themselves sent back to square one for all eternity?
 
* 1.3 The Inquiry (67' 03")
President Romana has been called to account for her actions. But the only evidence that she has responded to a real and present danger has disappeared. To clear her good name she is dependent on the testimony of the very people who want to see her publically humiliated and her power removed.  While Leela tries to discover truths of her own, Romana is forced into an uneasy truce with her rivals at the CIA. But at least she can be sure the inquiry will be handled in a fair and proper manner. Or can she? When the investigation itself triggers danger and time is quite literally running out for all of Gallifrey's power and knowledge, just who can Romana trust?
 
* 1.4 A Blind Eye (68' 06")
Earth, September 1939. With Europe sliding into war, a young Englishwoman, her loyalties torn, comes to a terrible decision. But what does the intergalactic secrets broker Mephistopheles Arkadian want with the fascist sympathiser Cecilia 'Sissy' Pollard on the last day of her life?  Still searching for the facts about the Gryben debacle, President Romana makes a deal with the devil. So begins a chain of consequence that can only end in tragedy for the passengers aboard the Vienna to Calais Transcontinental Express, the woman called Leela included.  By journey's end, the truth will out but at what cost to Romana and Leela? To Gallifrey's empire, even?

 

* 2.1 Lies (68' 06")
Some time has passed since the events of the Timonic Fusion Device threatened Romana's presidency with impeachment, and life has calmed down on Gallifrey. Well, apart from Romana's latest scheme, the opening up of Gallifrey's famed Academy to the students of alien races with the ability, or the potential, to harness temporal powers.  Unfortunately, deep below the Capitol, Leela, confused and morose over the truth about her husband Andred, disturbs a malevolent power. Something from the Dark Days of Ancient Gallifrey.  Something that wants to be reborn and will use any and every means that is at hand. Including the past of Gallifrey's incumbant President…

 
* 2.2 Spirit (68' 56")
Leela is tired. Tired of the backbiting politics and intrigues in the sterile society of Time Lords. With the fate of her husband now known, she feels lonely and out of place on Gallifrey.  Romana is tired. Tired of justifying herself and her policies to a hostile council. With the line between allies and enemies beginning to blur, she persuades Leela to go with her to the presidential retreat of Davidia, a protected paradise.  Then an anomalous time ship arrives, carrying a single passenger. His hands are crushed, his tongue torn out, his mind destroyed. Is this broken man a victim of some terrible crime or part of a trap now primed and ready to spring? After this strange encounter, Romana and Leela may never be the same again.
 
* 2.3 Pandora (68' 06")
A rogue TARDIS that should not exist... A mutilated, comatose Time Lord who cannot be identified... A new Castellan desperate to make his mark... Evils of the past, events of the present, and echoes of the future conspire to destroy the very heart of Gallifrey's civilisation.  Only Romana can understand it - but she is haunted by her own ghosts. Only Leela can sense it - but she has unfinished business. Only Braxiatel can stop it - but he cannot begin to guess the personal cost.  With both Narvin and Darkel waiting for Romana to make a mistake, the President must take decisions that will change Gallifrey forever. And an ancient evil is ready and waiting for just that moment?
 
* 2.4 Insurgency (73' 35")
They are the brightest minds of their generation; the architects of tomorrow. And now, they have the chance to attend the finest, most exclusive school known to the temporal powers. After millennia of secrecy, the Gallifreyan Academy has opened its doors to off-worlders…  But the experiment is failing. As interracial violence erupts in the corridors of learning, somebody is using the students as pawns in a political power game - and, while Tutor Leela struggles to unravel the motives of her ex-husband, Andred, President Romana may be falling under an ancient spell.  It's a dangerous time to be a stranger on Gallifrey.  It seems that not all Time Lords want to share their secrets…
 
* 2.5 Imperiatrix (101' 01")
The Free Time influence in the Capital is spreading, while Darkel has played her hand and opposition to Romana's policies from without and within is growing. When the bombs start going off, the President of Gallifrey decides enough is enough.  While Leela and K9 race to track down the terrorist to avoid more bloodshed, Romana enters into a risky bargain for control with a dangerous, influential figure from her past. But she soon discovers that the answer to her problems lies in the future. A future she has already witnessed. And one she has been trying to avoid.  But someone desperately wants this future and will stop at nothing to make it occur.  Even if it means leading Romana and Gallifrey to war.

 

* 3.1 Fractures (78'07")

‘It learns. It evolves. It wants. It hungers. And now Romana has delivered herself to its very door.’
Gallifrey is a world at war with itself. The Pandora entity, clothed in the body of President Romana’s first incarnation, seeks to control the populace through mind control and manipulation. The real Romana has resorted to destroying key parts of the Capitol, hoping to weaken Pandora’s power base.  But when one such attack goes horribly wrong, Leela is left injured and Romana’s base of operations is exposed. Hunted by their enemies, Leela must make for a medical outpost on the fringes of the fighting while Romana seeks a desperate solution in the planet’s Anomaly Vaults. But what each discovers will alter their lives, and Gallifrey’s future, forever.
 
* 3.2 Warfare (78'00")
'You shouldn't even exist. You're an anomaly. And we Time Lords stamp them out.'
The dark days have come again. It's the end for Gallifrey. The most learned civilisation in the universe has come to war. The Capitol is in ruins; pitched battles are an everyday occurrence, futures are being changed. The first Imperiatrix, back from the dead, has stolen power and nothing will stop her ambition.  Except, perhaps, for a small band of opposition who believe that it is time to stop running and fight back. But war demands sacrifice, and to rid Gallifrey of Pandora, Romana's will sacrifice will be great indeed. That is, if she can remember which Romana she actually is. For there is some warfare that is more pervasive than others...
 
* 3.3 Appropriation (70' 00")
'Didn't take the Temporal Powers long to realise that Pandora's war was over, and come here to start a new one.'
In the wake of Civil War, Gallifrey stands more vulnerable than at any time in its controversial history. The other temporal powers orbit the ancient Time Lord society, poised and ready to take control. And then, as a terrifying legacy, the residual traces of the Pandora virus bring down the transduction barriers... While Romana lies exhausted and powerless in the medical station, Lord Matthias fights desperately to negotiate a peace. But Gallifreyans are dying. Can Leela find K9? Is retribution about to be visited upon the oldest race in the universe for untold millennia of manipulation and interference? And what is behind Valyes' decision to recall the High Council?
 
* 3.4 Mindbomb (78'16")
'They used to tell me at the Academy that anyone could become president. I'm beginning to believe it.'
The first presidential election for millennia is about to be held on Gallifrey. But in the wake of the civil war that has torn the Time Lords apart, can even an election restore calm and order?  And what of the candidates? Darkel - determined to win at any cost... Matthias - a dark horse with his own agenda... Romana - impeached for high treason...  But even as the candidates manouevre and plan, an assassin stalks the galleries of the panopticon. Gallifrey will soon have a new president, but at what cost? How many people will have to die? And which - if any - of the candidates will survive..?
 
* 3.5 Panacea (78'37")
'How much for just the planet?' Gallifrey is ruined. The great and good of her once-mighty Capitol gather in disease-ridden shanty towns outside its walls. Her 'friends' in the Temporal Powers anticipate her total collapse, and the beginning of a new galactic order.  The Time Lords' President has a drastic scheme to restore this world to its former glory but can a cure for all Gallifrey's ills really be found in the hands of entrepreneur, adventurer and self-confessed swine Mephistopheles Arkadian?
